Climate change is recognized as one of the most serious environmental problems in the world.Climate Governance System has been in transformation from Top-Down to Bottom-Up in recent decades.Both governance system has its own merits and drawbacks.It is necessary to take advantage of both paths and mobilize resources from all sector to achieve the ultimate climate objectives in the future.
