公共住房政策论文文献综述
陈景坤[1]（2019）在《太原市公共租赁住房政策实施评价及对策研究》一文中研究指出住房——人类赖以生存的基本条件,也是人类共同发展的必要因素。就住房困难这一问题,我国政府部门采取了相关措施来保证人民的住房权益,如:颁布了廉租房、经济房的政策方针。然而,由于当前外地人口(打工仔、应届毕业生等)的数量在不断攀升,且他们徘徊于房地产市场和住房保障体系之间,达不到经济适用房和廉租房申请的基本要求,导致住房困难的现状日益严重。因此,为了解决这一问题,我国政府正不断的健全、完善公共租赁房政策,随着政策的不断的深化住房困难的情况有了初步有效的缓解,同时,也推动了我国住房机制的改革进程,进而有利于人民保障水平的提高。近年来,太原市虽积极响应政府号召,贯彻落实公租房发展政策。但由于起步较晚,在实施过程中问题层出不穷。因此,太原市需要对公租房制度进行科学设计和合理化的调整,进而推进制度的持续平稳发展。本文以太原市公租房政策实施评价为出发点,通过参考国内外相关研究,结合现状并借鉴威廉·邓恩《公共政策分析导论》的政策评价体系,以公平性、回应性,充足性为主进行阐述。其中主要以问卷调查和熵值法为分析方法对太原市公租房政策的实施效果作出了评估。结果表明:太原市公共租赁住房总体实施效果越来越好;房源的供给需求和居住水平质量对于现如今的公租房而言尤为重要。结合太原市实际情况及分析结果,发现存在法律法规不健全、公租房融资压力、供给主体单一、政策回应性不高以及准入准出机制等问题。最后依照我国先进城市实行公共租赁住房政策的情况,在此基础上对先进城市的经验进行了比较和分析,提出了有利于太原市公共租赁住房体系建设的建议,具体如下:第一,完善法律法规;第二,增加房源供应;第叁,合理规划选址区位;第四,探索多元化融资方式:第五,完善准入退出机制;第六,强化社会参与监督。(本文来源于《山西财经大学》期刊2019-06-02）
PARK,MISO[2]（2018）在《韩中两国公共住房政策比较研究》一文中研究指出Over the past few decades,housing policies have played a more and more important role in Korea and China.Housing problems is more than just social issues but should considered as biggest part in current society.This problem is apparent that not all householders could afford the housing due to increased prices.Owning a house became a dream of young adults,and housing is considered as welfare system right now in society.Housing is one of the hottest topic in the world and which needs to be solved in near future.This study attempts to compare the public housing policies in Korea and China.Over the world,inequality in housing is one of the most important social issues that need to be fixed.Based on the situation of Korea and China,this thesis will analyze both country's housing policies and the programs that were designed for low income households.The public housing policies in these two countries need to be evaluated since public housing policies in any countries are not perfect.This thesis also attempts to analyze the case study of Seoul Metropolitan and Shanghai to compare and understand housing policy of these two countries.China and Korea are similar in East Asia countries but also different in government system,finance system and social system.Throughout the data analysis this study analyzed the background of housing policy in China and Korea how housing policy changed after the reforms.And also providing case studies,this thesis analyzed the current situation of public housing policies in specific cities.This thesis mainly compares the housing policy of two similar and different main countries China and Korea and discuss the advantages or disadvantages of different housing policy.This thesis is to learn from each other to improve public housing policies,provide more public housing for low-income households as well as to reduce housing inequality.Many factors affect the public housing policy,since housing issues are intimately related to political,financial and economic issues.In the last parts of this thesis,mainly focus on similarities and differences of China and Korea and found out each country's housing policy is implemented based on concerning country's different aspects.Many things in public housing policies are different in China and Korea,however,they needed to specify the demand and supply,allocations,tenants and law for housing.Both countries have problems and challenges in public housing,so that China and Korea could learn and think about current housing programs for low and middle-income householders.(本文来源于《浙江大学》期刊2018-05-31）
廖了,章冲[3]（2018）在《法国公共住房政策演变及其启示》一文中研究指出中国住房商品化快速发展形成了一系列社会问题,然而中国公共住房总体体系发展滞后,尚待完善。法国公共住房体系作为发达国家公共住房发展模式典型之一,强调了国家主导、多方参与的多元模式。在过去一百多年过程中,法国公共住房政策经历了不同阶段的演变,从最初确立、政策演变、国家集中供给到多元化公共住房体系。当前法国公共住房体系以宏观调控为主,结合地方促进公共住房政策的具体实施机制,实现公共住房宏观管理与多样化的协调,完善公共住房资金多元化制度,强调严格的监督体系。同时,为了避免法国公共住房形成的社会分化问题,法国推动了城市政策与公共住房政策相结合的运动。中国在结合自身国情和借鉴法国经验教训的基础上,可以提出发展和完善中国公共住房体系的初步设想。(本文来源于《城市学刊》期刊2018年03期）
